Derek is a Chartered Electrical Engineer and has been a risk analyst and risk manager for twenty years. He trained as a geophysicist and became head of signal processing systems design for Ferranti Computer Systems, specialising in the design of sonar. He has experience of multi-disciplinary engineering projects covering a wide range of assets.
Appointments include the assessment of Network Rail’s IT investment programme; a long term secondment to Rail Safety and Standards as the principal cost benefit analyst; the development of a whole life asset investment model of waste water treatment systems owned by the Water Service of Northern Ireland and the investment prioritisation model for British Energy’s power station fleet. He did the business case risk assessments for Heathrow Express, the Channel Tunnel Rail Link Phase One, the West Coast Route Modernisation project (for the re-baselined project following the closure of Railtrack PLC) and Crossrail among many others.
He was a contributor to the HMG Low Carbon Construction Innovation and Growth Team and has advised the National Audit Office. An experienced analyst and manager, he has carried out reviews and analyses on more than a hundred projects and has trained many DS+A and client staff in risk management and analysis techniques.
Derek has further given a wide number of industry presentations and seminars and is enrolled at the University of Exeter’s Doctoral programme. His area of research are in the theories currently used to estimate project costs and timescales with the intention of developing ones that provide more reliable predictions of future benefits and disbenefits. Derek is also a Fellow of the Institute of Risk Management and is currently finalising a book - Understanding Risk Analysis—A Guide for Managers.
Since joining DS+A, following his postgraduate degree in Business Economics, Per has been providing analytical and management services for several large and high profile projects in the UK, including East London Line, North London Rail Investment Programme, Eastern Regional Control Centre, West Coast Route Modernisation, Thameslink 2000, Cross Country Route Modernisation and the Olympic Delivery Authority’s Transport Unit. He has also worked on a wide number of transportation related projects (heavy and light rail) abroad including Sweden, Holland, Spain, Germany, Italy and Portugal.
As a consultant risk manager he has conducted cost and schedule risk analysis of projects (including facilitation of workshops, collection/sampling of data, and continuous reviews) using statistical and other analytical tools to assess and understand the risk exposure to allow cost effective and efficient prioritisation of responses. He is an excellent facilitator, problem solver, manager and team player. He has a hands-on approach and takes his commitments seriously and delivers on time.
He has been involved in the active management of risks (risk mitigation and risk control) as part of project/programme management teams, including management of dedicated teams of risk analysts. Per also has substantial experience in the development of project risk management systems and procedures to record and monitor the risk exposure. His commissions have, very often, included wider responsibilities in project controls, active development and management of schedules/project plans, conducting value management exercises and being actively involved in change control. Per is a member of the Institute of Risk Management and the Institute of Value Management.
